Former Commissioner Rawalpindi Captain(r) Muhammad Mahmood has been cleared from all allegations regarding the Rawalpindi Ring Road scandal. According to notification available with Reporters Diary, former commissioner Rawalpindi has been cleared from all charges by Prime Minister Shahbaz Sharif through denovo disciplinary proceedings. “Consequent upon finalization of the denovo disciplinary proceedings initiated in terms of Rule 9 of the Civil Servants Rules,2020, vide order of Inquiry of even number dated 20.04.2022, the Prime Minister, as Authority within the meaning of Rule 2(1)(c) of the Rules ibid read with Rule 6 of the Civil Servants Rules, 1973, has been pleased to exonerate
Capt (Retd) Muhammad Mahmood from the charges/allegations levelled against him in charge sheet/statement of Allegations” the notification reads.

According to Ring Road inquiry reports, Commissioner Rawalpindi Muhammad Mahmood, former land acquisition controller Waseem Ali Tabish and former Project Management United (PMU) deputy director Abdullah were involved in grave illegalities and issued orders without having due authority.
Ring Road inquiry report had concluded that Commissioner Rawalpindi neutralized Prime Minister’s directives just to save the illegal bidding process.

It is also mentioned in the inquiry report that commissioner Rawalpindi in sheer violation of laws and rules created rent-seeking benefits for himself and several housing projects – Nova City, Capital Smart City, New Airport City/Al Asif Housing, Top city, SAS Developers, Blue World and Islamabad Capital Housing Society.

It is worth mentioning here that another main accused Dr. Tauqeer Shah has already been appointed the principal secretary for PM. He was accused of benefiting himself and his family members from this mega project.
