Governance Structure of Taliban Takes Shape

Islamabad, Aug 22: Afghan Taliban would make political, constitutional and structural reforms as they strive to make an inclusive government in Afghanistan.
The Taliban entered Afghanistan’s capitalKabul without resistance and without firing a single bullet on 15 August, 2021, almost two decades after being routed from power in the US led invasion of Afghanistan.
A senior Taliban leader said, “formation of an apex committee comprising members from political, shariah and legal committees is the first step to identify the areas in which reforms would be introduced.”
This committee would review the present Constitution of Afghanistan, examine the clauses which are against the Shariah and propose the amendments to make them Shariah compliant, a Taliban source privy to the development said.
Afghan Taliban emphasized the need to bring changes in the executive and legal systems of the country as Islamic Emirate of Afghanistan tries to make the governance structures of the country functional after ouster of ex-President Ashraf Ghani.
Sources privy to decision making said Mullah Baradar would officially head the governance structure of Islamic Emirate of Afghanistan.
As representative of Islamic Emirate of Afghanistan, Mullah Barader signed the Doha Agreement with the United States which paved the way for withdrawal of what the Afghan Taliban always termed as occupation forces from Afghanistan.
Those privy to the consultations of Taliban shura revealed on authority that Akhunazda Haibatullah will be Emir of the Islamic Emirate Afghanistan with no formal role in governance nomenclature. But in reality, his guidance for running the affairs in accordance with Sharia and any verdict will be final in case of any dispute.
Mullah Yaqoob, son of Mullah Umar and Siraj Haqaani are also likely to remain low profile and in the background to run the affairs of the Islamic Emirate.
Siraj Haqaani is still in the wanted list of US FBI with a head money reward of US $5 million.
Sources said Mullah Baradar would lead the negotiations with former Afghan president Hamid Karzai, senior official of ousted Afghan government Abdullah Abdullah and chief of Hizb-e-Islami Gulbadin Hekmatyar.
“Most of the outstanding issues will be resolved when Mullah Baradar starts negotiations and meets other Afghans,” sources said, referring to talks with Hamid Karzai, Abdullah Abdullah, Gulbadin Hekmatyar and others for formation of an inclusive government.
To control the law and order situation in Afghanistan’s capital Kabul, Taliban sources said trained members of Haqaani network and Taliban’s 313 “Badri Dasta” have been assigned duties.
Recent meeting of Anas Haqqani with former President Hamid Karzai, Abdullah Abdullah and meetings of other Taliban officials with caretaker Governor of Kabul were focused on maintaining peace and law and order situation, sources said.
